Elder/Outsider Survey results

   Below you will find the results to the recent survey regarding elders and non-independent alliance characters on the VSS. As the results show, the domain as a whole is in support of having a cap on both Elders and Outsiders. The desired percentage of that cap varies. With this information, what I am proposing is that the VSS be written with a cap for both. The iVST will use the data provided to determine what they feel is an appropriate percentage, with the DST's office approval.
